All four victims in the case pending against Cory Noonan lost a total of around $80,000, according to detectives.
Jason Rendina says he paid for flooring that was never installed, and Bill Phillips claims he's out $8,000 for flooring that was never delivered.
But Noonan faces nothing more than a misdemeanor charge: Unlicensed contracting.
Horvath, who has spent months on the case, blames the law. He says he has to be able to prove criminal intent.
Betty Kinahan, who says Noonan gutted then abandon her home, can't believe Noonan faces nothing more than a slap on the wrist.
Noonan's attorney says his client has no comment.
Meanwhile, his hearing on the unlicensed contracting charge has been continued to Nov. 25.
