Started the Job, but wouldn't finish

We hired Barry to do the plumbing on our home, which was new construction. He finished up the rough-in, but would not return our calls when it came time for him to complete the final plumbing. I called and/or texted him no less than ten times and still never did hear from him. We always paid him promptly and there were no prior issues between him and us. Unfortunately, this seems to be the norm within the construction industry.
